A Framework to Measure Household Water Insecurity in Paraguay: Initial Implementation of the HWISE Survey in General Artigas and Alto Vera, Itapúa

This case study serves as a framework for evaluating household water insecurity in rural communities in Itapúa, Paraguay using the Household Water Insecurity Experiences (HWISE) index. It also presents the first Guaraní translation of the HWISE survey, which was critical because Guaraní is a national language of Paraguay with approximately 90% of the population speaking it across all socioeconomic classes. Data were collected from 16 communities across Alto Verá and General Artigas, resulting in 914 executed surveys and a final processed sample size of n=711. Two key findings emerged: (1) significant variability in water insecurity was observed between and within communities, and (2) power outages were the most frequently reported interruption to water access, highlighting critical vulnerabilities in energy-water interdependencies. The study highlights the need for more resources and collaboration to achieve resilient infrastructure to achieve water availability in rural communities.

Este estudio de caso sirve como un marco para evaluar la inseguridad hídrica a nivel de los hogares en comunidades rurales de Itapúa, Paraguay, utilizando el índice de Experiencias de Inseguridad Hídrica a nivel del Hogar (HWISE). También presenta la primera traducción al guaraní de la encuesta HWISE, que fue clave porque es un idioma nacional de Paraguay y aproximadamente el 90% de la población lo habla a través de todas las clases socioeconómicas. Los datos se recopilaron en 16 comunidades de Alto Verá y General Artigas, lo que resultó en 914 encuestas realizadas y una muestra final procesada de n=711. Surgieron dos hallazgos clave: (1) se observó una variabilidad significativa en la inseguridad hídrica tanto entre comunidades como dentro de ellas, y (2) los cortes de electricidad fueron la interrupción más frecuentemente reportada en el acceso al agua, destacando vulnerabilidades críticas en las interdependencias entre energía y agua. El estudio resalta la necesidad de más recursos y colaboración para lograr una infraestructura resiliente que garantice la disponibilidad de agua en comunidades rurales.
