A SURVEY OF THE LOCATION, MAGNITUDE, CHARACTERISTICS AND POTENTIAL USES OF PENNSYLVANIA REFUSE
Special Research Report SR-67 Extensive activity in the anthracite industry of northeastern Pennsylvania for over 150 years is evidenced by refuse banks throughout the region containing over 500 million tons of coal and mineral waste. Current public impact demands corrective action regarding these wastes due to their contribution to air and water pollution, to a degrading esthetic effect and to the loss of land values which the banks occupy. Hopefully some use can be developed for the materials which can contribute an economic return. This study reviews the origin of the refuse banks. It presents data showing their location and estimated quantities. Included are 157 culm banks containing more than 451 million tons of refuse with an estimated content of 113 million tons of recoverable coal and 113 silt banks containing 6 3 million tons of recoverable coal. It also reviews v_arious past and current appToaches to develop economic uses and envisions the development of an industrial complex to enhance their utilization with the creation of employment and industrial wealth. Samples were obtained from each of the four major anthracite fields and were used to acquire property characteristics including size, washability, and chemical data. These extensive detailed data are included. In addition, pilot preparation tests were carried out. The refuse varies considerably between samples. Quality coals could be recovered in the minus 1 /4 inch sizes by gravity separations between 1. 6 and 1. 8. Additional low grade fuels can be recovered from crushed plus l I 2 inch material with ash contents near 30 percent by separation between gravities of 1. 8 and 2. 2. The sulfur content is low. The high gravity material is essentially all silicates, containing little pyrites or recoverable carbonaceous material. These anthracite refuse sources should be considered for conversion to low cost power with the rejected material being used for underground stdage to prevent mine subsidence. Some intermediate gravity fractions could be utilized for high quality light weight aggregate.
