The nature of citizen participation has dramatically evolved as it has become apparent to empower citizens’ direct voice in shaping public decisions. Citizen involvement has been far more inclusive and active to failures of politics and government in South Korea. This chapter discusses the development of citizen-government interactions, participatory mechanisms, and challengeable issues in citizen-led participatory governance in South Korea. Participatory governance is a safeguard for ensuring government responsibility and accountability in decision-making, but Korean government and citizens should acknowledge that a desirable citizen participation state needs to redefine their roles to promote an effective collaborative relationship between them.
