Energy efficiency policy: The impact of centralized and decentralized energy regulatory sectors on implementation and network governance

This thesis seeks to understand the influence that centralized and decentralized energy structures have on energy efficiency and conservation programming, and the degree to which the structure of the energy sector effects the coordination and network implementation of EE&C programming. . Through thorough preliminary research of academic journals, information from actors in the energy sector, and other research materials, initial questions were developed that shaped the course of research for this project. Once those questions were developed, interviews were conducted with members of different energy agencies to gain a deeper understanding of the energy sector and the influence that centralization and decentralization have, as well as the network relationships that arise out of programming and policies. This thesis explains the relationship between governance structure and implementation, in addition to laying out and mapping networks that exist in Pennsylvania, Vermont, New York and California. Through this research, I was able to identify key networks within EE&C programming, as well as key factors within the energy sector that directly impact policy implementation, such as language used within the policies themselves and the required outcomes of policies.
