This chapter reviews information privacy and security principles, analyzes practices of municipal government websites internationally, and discusses technical and nontechnical issues of privacy and security. Protection of personal information privacy and security standards in government has not been effectively framed with respect to rapid digital technology advancements; therefore, reviewing the U.S. federal policies and regulations on privacy and security can help international communities protect data privacy and reduce data breach vulnerabilities. The seven rounds of data from the Digital Governance in Municipalities Worldwide survey confirm that the practices that protect data privacy and security in municipal government websites have not made noteworthy progress over time in relation to high demands for internal and external protection. This chapter also discusses prevalent threats and safeguards in terms of technical and nontechnical dimensions to address privacy and security concerns.
