Review and Comments on the Statewide Proposal for Construction and Demolition Wastes Mixed with Portland Cement to be Utilized for Abandoned Mine Reclamation

The objective of the technical review was to provide concerns on this statewide issue. The proposal to utilize ground up construction/demolition wastes mixed with Portland Cement may have some merit for consideration as a statewide permit policy at Fell Township and other locations in Pennsylvania. However, concerns on characterization of environmental pathways and potential contaminants appear to be a serious issue for consideration.
