Open government data is considered as a parallel of the early effort of online information dissemination that helps citizens to understand what their governments do and how well they perform. As government has collected a large volume of various data, the use of government data has gained more attention to address complex problems in society, improve service delivery, evaluate policy outcomes, and promote transparency and citizen participation. Besides, releasing economic data is expected to create business opportunities and growth for civic-minded developers in innovative ways. These are directly related to the main reasons for opening government data, which are transparency, participatory governance, social and economic value, and internal use (Janssen 2012). Data are costly generated and collected, so broad access to sufficient-quality data will bring a visible impact of open data in and outside of government.
