Understanding Complex Governance Networks Through the Lens of the Micro-Marco Problem

In this paper, I make the case for a complex governance networks (CGN) conceptualization, with the micro-macro problem (MMP) at its core. The burgeoning literature on a series of related conceptualizations in recent decades (e.g., policy networks, governance networks, collaborative governance, purpose-oriented networks) highlighted the increasingly polycentric, networked, and complex nature of governing human societies in our times. CGN includes several elements of these conceptualizations and integrates them to understand better how societies deal with their collective problems, such as the climate crisis, pandemics, local economic development, and trash collection in localities, particularly in the 21st century.
