
The Strategic Role of Enterprise Architecture in Facilitating Digital Transformation and Collaboration in U.S. Federal Agencies
This paper examines the integral role of Enterprise Architecture (EA) in driving digital transformation within U.S. federal agencies, emphasizing the strategic partnership between Enterprise Architects (EAs) and Chief Information Officers (CIOs). Through a comprehensive analysis of four mini papers (Appendix A to D), the research highlights the challenges and best practices associated with EA leadership, collaboration, communication, and the symbiotic relationship with CIOs in the context of digital transformation. The papers collectively underscore the necessity of EA in aligning technology initiatives with business strategies, navigating complex regulatory environments, and fostering a culture of innovation and agility. Key challenges such as stakeholder buy-in, managing complexity, and overcoming resistance to change are addressed, alongside strategies for effective communication, governance, and continuous learning. The synthesis reveals that successful digital transformation in federal agencies requires a collaborative approach, where EAs and CIOs work in concert to develop a shared vision, establish open communication, and respect mutual expertise. The paper concludes that by embracing these best practices, federal agencies can enhance strategic planning, optimize IT investments, and ensure secure, efficient government service delivery in an era marked by rapid technological advancement and organizational change.
