Submitted to PADEP regarding baseline environmental monitoring and "clean fill" local zoning. Regarding PFAS compounds. 1. PFAS have been found at municipal landfills during the cited California study. These landfills had old and new wastes, and arid, temperate, and wet climates. Note that the wetter the landfill the more expected PFAS discharges. This might also reflect that the less O&M and standards for daily and final cover would logically also create more leachate and PFAS. 2. The good news seems to be that over time the PFAS in human blood is going down. The bad news would be that these compounds are still in majority of the samples. Also areas that have higher PFAS potential (like landfills) could have higher levels in blood 3. Under PADEP definition of "construction demolition waste" there still is potential for materials contaminated with these compounds to go into landfills and the proposed unlined quarry. The main point would be without sampling this potential would not be known and should be defined by "baseline" testing where possible.
